It is usual for car hire companies to charge extra for additional drivers. They do so because they believe that the car is likely to be used more heavily if there is more than one driver on the agreement.
These fees can vary quite considerably from company to company so, if you are intending to add a driver to your rental agreement, do compare a few companies. If you use the MoneyMaxim car hire comparison service, you can click our additional drivers filter to find those car hire deals which include a free additional driver. Do bear in mind that this may not show the cheapest deals for you. Sometimes a deal adding in an additional driver can work out cheaper than a deal offering a 'free' additional driver!
Car hire insurers will often cover a number of additional named drivers free of charge on their policies, only charging extra if the second driver wants to rent cars independently of the main policyholder. Some will require the additional driver names on the policy, some won't (accepting any that are listed on the car hire agreement) but please sure you fill in the forms on the insurer's site carefully when you are taken through.
